The Oddie District in Sparks is set to transform as construction begins on a massive retail redevelopment project to convert a vacant Lowe’s Home Improvement center into a 110,000 square-foot shopping and community hub. With completion expected by the end of 2025, this project aims to revitalize the Oddie Boulevard corridor, attracting a variety of tenants and fostering economic growth. Notably, approximately 70% of the retail space is already pre-leased, highlighting strong interest and momentum for the redevelopment.
The Oddie District in Sparks is witnessing a transformative retail development aimed at turning a vacant Lowe’s Home Improvement center into a vibrant retail hub. Construction began on June 10, 2025, marking the start of what is expected to be the largest retail redevelopment project in the region.
Spanning 110,000 square feet, the new retail space is set to become a hotspot for shopping, dining, and community engagement. The construction is scheduled for completion by the end of 2025, with tenants expected to begin moving in during early 2026. This project signals a promising future for the area, as it aims to revitalize the Oddie Boulevard corridor.
Doug Wiele, CEO of Foothill Partners based in Eldorado Hills, California, is at the helm of this ambitious initiative. Foothill Partners is well-recognized for its prior development of the Reno Public Market on Plumb Lane. The company faced a significant challenge in securing construction financing for the project amidst rising inflation, which has made lenders more cautious. However, after negotiations with multiple financial institutions, they were able to partner with Heritage Bank of Nevada.
Heritage Bank has expressed confidence in the region’s growth potential as the foundation for their investment, aiding in the project’s financial viability. Additionally, funding for the redevelopment is supported by Belay Investment Group, which is associated with the California State Teachers Retirement System.
The construction process includes installing new underground utilities and designing 30-foot wide corridors to allow for the division of the space into individual rental units. The existing loading dock will remain functional to facilitate goods deliveries for incoming tenants. Notably, approximately 70% of the available retail space has already been pre-leased, significantly easing the financial pressures for the developers.
The first phase of the redevelopment was completed in 2022, resulting in the lease of 35,000 square feet by The Generator, another notable business occupying part of the former lumber yard area. The Generator occupies a substantial 63,000 square-foot area on the west side of the building.
The project is not only about retail space; it also intends to create a vibrant hub combining retail, office, and light industrial spaces along with options for food and beverages. Calendar of businesses expected to join The Oddie District includes Cartwheel Robotics, Mythic Gymnastics, CoffeeBar, FiftyFifty Brewing, and EmployNV.
In an innovative twist, part of the former garden center area will be repurposed as an open-air display for Burning Man art pieces, adding to the region’s cultural tapestry. Additionally, there are discussions in place for a 240-unit studio apartment project and potential quick-serve restaurant pads on a nearby 3-acre land parcel.
Phase II of the development puts a strong emphasis on creating light industrial and collaborative workspaces, aimed at stimulating local tech and artisan communities. The project’s impact is anticipated to extend beyond just economic growth; it is poised to foster community engagement among residents and visitors alike.
The general contractor for the redevelopment is Truckee Meadows Construction, supported by a team of specialized contractors including Leonard Electrical Industries, NDI Heating, Plumbing and Cooling, Frame Architecture, Nadel Architects, and L.A. Studio Nevada.
As the Oddie District undergoes this major redevelopment, the community can look forward to a vibrant and dynamic retail environment that promises to boost local economic activity and civic engagement.
