Laredo Secures $20 Million for Water Infrastructure Upgrades

News Summary

Laredo has secured $20 million in federal funding for critical upgrades to its water infrastructure through the U.S. Army Corps of Engineers. The funding aims to enhance the reliability and safety of the city’s water supply system, enabling the replacement of outdated systems and improving overall community services. Ongoing collaboration among city officials and stakeholders aims to transparently implement necessary upgrades while addressing known issues, such as over 200 illegal or faulty water connections across the city.

Laredo Secures $20 Million in Federal Funding for Major Water Infrastructure Upgrades

In a significant development for the city of Laredo, $20 million has been allocated for essential upgrades to the city’s water infrastructure, through the U.S. Army Corps of Engineers (USACE) Environmental Infrastructure Assistance Program. This federal funding was secured by U.S. Representative Henry Cuellar and is set to enhance the reliability and safety of Laredo’s water supply system.

The coordination for this ambitious project kicked off with an initial meeting in Laredo that brought together key stakeholders, including USACE Project Manager Tony Mendiola and Design Manager Alicia Gregory. City officials such as Assistant City Manager Ramon Chavez and Utilities Director Tareq Al-Zabet were also present, marking the start of a collaborative effort aimed at identifying and implementing vital water infrastructure upgrades across the city.

Plans are in place for ongoing meetings to further define project protocols and to pinpoint specific areas that require construction and upgrades. In remarks following the initial meeting, city leadership emphasized their commitment to replacing outdated water systems with modern infrastructure that benefits the community.

It’s important to distinguish this project from Laredo’s ongoing water line replacement initiative, which began on June 16, 2024. The new federal funding source is part of disaster relief resources following the declaration of Hurricane Helene, which further underscores the timeliness and necessity of these upgrades.

The funding, announced in December 2024, will be disbursed over the next few years, with expected allocations of $3 million in FY25, $250,000 in FY26, and $16.75 million in FY27. The Environmental Infrastructure Assistance Program is an integral federal initiative aimed at supporting water-related infrastructure design and construction nationwide.

Recently, Laredo also approved an $11.3 million waterline replacement project that will see the replacement of 30,110 feet of pipes throughout all city districts. This ongoing project aims to improve the reliability of the water system and reduce service disruptions by employing trenchless pipe bursting technology. This method is expected to yield significant cost savings of approximately $5.1 million compared to traditional excavation practices.

Pipe bursting is a trenchless technology that is particularly effective for replacing aging and fragile cast iron pipes, which are known for their susceptibility to leaks and breaks. The first phase of the new water infrastructure project is set to take place between June and September 2025, focusing particularly on areas identified as having a high frequency of pipe breaks.

Specific streets throughout various districts have been marked for replacement as part of the project. The targeted locations include:

  • District I: Horizon Loop
  • District II: Bismark Street
  • District III: Garfield, Mier, and Guerrero Streets
  • District IV: E. San Pedro, Kearney, O’Kane, Logan, and Price Streets
  • District V: Gale Street and Calton Road
  • District VI: International Boulevard
  • District VII: San Mateo Drive
  • District VIII: San Eduardo Avenue

This infrastructure project is also expected to address over 200 illegal or faulty water connections that were uncovered during previous investigations. Investments like these are aimed at providing safe and dependable water to all residents of Laredo, as public officials encourage community pride in the ongoing water infrastructure improvement efforts.

As the project develops, city officials are committed to keeping the residents informed about progress and updates, ensuring transparency in what is a crucial undertaking for the betterment of the city’s water infrastructure.
