Messer Construction has been appointed the construction manager for a significant $291.5 million renovation of the historic Kentucky State Capitol in Frankfort. This project marks the first major overhaul in over 70 years, aiming to address safety concerns and modernize infrastructure while preserving the building’s historical character. Essential upgrades will include new fire safety features, improved accessibility, and a temporary structure for legislative functions during the renovation period, with completion anticipated by 2029.
Messer Construction has been chosen as the construction manager for a major $291.5 million renovation project of the Kentucky State Capitol building in Frankfort. This marks the first significant overhaul of the Capitol in over 70 years. Funding for the renovations has been allocated by the Kentucky General Assembly, emphasizing the urgency and importance of preserving this historic landmark.
The Capitol, which opened its doors in 1904 at a cost of $1.82 million, is now 115 years old. Its enduring stature has made it a symbol of state governance, but it also presents several challenges that necessitate upgrades. To ensure the Capitol meets modern safety and accessibility standards, Champlin/EOP Architects have been tasked as the project’s architects, while Brown + Kubican, a firm from Louisville, will serve as structural engineers.
The renovation will focus on enhancing key infrastructure, such as the installation of automatic sprinklers, upgraded fire-rated exit stairs, and improved security features. Furthermore, the project will address numerous deferred maintenance issues, including outdated heating and cooling systems, porous water pipes, and unsafe electrical wiring.
Officials have set an ambitious target for completion by 2029. Along with the Capitol renovation, the iconic Capitol dome is also engaged in a separate $26 million restoration. This specific project includes replacing 80-year-old terra cotta tiles, waterproofing, and necessary structural repairs. Interestingly, the dome restoration has unveiled organic growth, including a tree, highlighting the long-overdue need for this work.
In addition to improving safety and infrastructure, the renovation will include constructing a brand-new roof, replacing 200 windows, enlarging elevators, and upgrading restroom facilities. Notably, restrooms will see a significant addition of stalls—from 18 to 28 in the women’s restrooms—alongside family restroom facilities for better accessibility.
While the renovations are underway, a temporary structure measuring 26,000 square feet has been erected to accommodate legislative functions. This facility will house the House and Senate chambers, leadership offices, and media areas at a cost of about $14 million. The Kentucky legislature has already relocated to this temporary building, ensuring operations can continue during the renovations.
Governor Andy Beshear has underscored the necessity of these renovations, pointing out concerns regarding the Capitol’s structural integrity. The upgrades will not only improve safety but will also focus on energy efficiency without fundamentally altering the historic features that define the Capitol’s character. Public attractions on the Capitol grounds, including the Floral Clock and several monuments, will remain accessible during the construction.
Improved technology will also play a vital role in facilitating public access to legislative sessions. Plans include live streaming to maintain transparency and accessibility for the public during this construction period. However, it is important to note that public access to the new temporary facility will be somewhat restricted, lacking traditional public galleries.
