The Judicial and Law Enforcement Center in Lawrence has reached a significant milestone with the installation of the final beam in its expansion project. This addition will increase the facility’s capacity with new courtrooms, judges’ chambers, and enhanced sustainability features, including solar panels. Set to open soon, the expansion aims to improve judicial efficiency and community accessibility, while also being part of a larger initiative for public safety enhancements in Douglas County.
The completion of a crucial construction phase has been achieved with the installation of the final beam at the Judicial and Law Enforcement Center (JLEC) expansion in downtown Lawrence. This significant milestone was reached on August 20, 2025, marking a remarkable achievement in the multimillion-dollar construction project.
The new addition will span 158,075 square feet and will feature six courtrooms, judges’ chambers, and office space for District Court staff. In addition, new holding areas will be constructed for custody attendees, ensuring a more efficient operation for law enforcement and judicial processes. A notable aspect of this expansion is its commitment to sustainability, as the design includes rooftop solar panels to reduce the environmental impact.
The JLEC expansion is expected to reach completion by summer 2026, with an anticipated opening next summer. Following the completion of the new addition, renovations to the existing Judicial and Law Enforcement Center will begin in July 2026. These renovations will update three courtrooms, various office spaces, and public areas such as the lobby and restrooms. Furthermore, key public services, including the Clerk of the District Court and the Douglas County Law Library, will be relocated closer to the main entrance, improving accessibility for community members.
This ambitious project is part of the largest capital improvement project in Douglas County’s history. It runs parallel to the construction of a new Public Safety Building adjacent to the Douglas County Correctional Facility, emphasizing the county’s dedication to enhanced public safety and judicial services. The expansion and renovations signify a long-term investment that aims to benefit the community for decades to come.
The topping-out ceremony, which celebrated the completion of the structural phase, was attended by community members and employees from JE Dunn Construction. During this event, attendees signed the final beam before it was raised into place, allowing them to leave a lasting mark on the project. The ceremony provided an opportunity to recognize the hard work and commitment of construction workers, who have accumulated over 30,000 person-hours during the project, highlighting the collaborative effort towards achieving this development.
Throughout the construction process, the project team has encountered various challenges, primarily due to weather conditions and other unforeseen factors. Despite these obstacles, those managing the project have remained committed to maintaining momentum and ensuring timely progress. The focus on staying on schedule has been a critical element in the planning and execution stages.
