In 2025, Dubuque, Iowa, is witnessing a significant surge in construction activity, with a notable increase in building permits that reflects substantial private investment in the community. The city has issued a total of 872 building permits in the first six months of this year, up from 803 during the same period in 2024. This uptick in building permits correlates with a rise in construction value, reaching approximately $89.8 million in 2025, compared to $81.7 million a year earlier.
Among the various ongoing construction projects, the Dubuque Regional Airport is seeing enhancements that include new hangars and an expanded parking lot. Furthermore, the Edward Babka Center at the University of Dubuque is undergoing significant growth to accommodate an increasing number of aviation students. This center aims to address the national pilot shortage, with enrollment nearly doubling since 2022.
As for individual projects, the most substantial permit issued in 2025 is for a $9.92 million construction of a new 43,000-square-foot hangar for the Edward Babka Aviation Learning Center. This new facility is designed to offer improved learning spaces, office areas, and advanced simulator technologies to better prepare students for careers in aviation.
Another significant project includes an $8.3 million expansion of an Alliant Energy power substation located at 1853 Finley Street. This project is expected to be completed by mid to late 2026 and will enhance energy capacity in the region.
Additionally, a $5.78 million mechanical upgrade is slated for Irving Elementary School. This project aims to install air-conditioning and modernize plumbing systems, ultimately enhancing the learning environment for students.
As highlighted by city officials, most building permits consist of minor residential projects, but 2025 has seen a notable increase in larger residential initiatives. The Greater Dubuque Development Corp. (GDDC) is actively working toward a goal of reaching $1 billion in cumulative commercial and residential construction within five years, building upon the $875 million already achieved over the past three years.
The city is also launching new housing developments, including a significant $55.1 million affordable housing project set at 2660 Kerper Boulevard, aiming for completion by fall 2026. In addition, Callahan Construction is proposing the development of 180 market-rate apartments at 380 Cedar Cross Road, pending a development agreement with city officials. This apartment complex is anticipated to involve over $20 million in private investment and will feature 286 parking spaces, alongside various amenities such as a fitness center and a dog park.
The Cedar Cross apartment project is part of community efforts aimed at tackling local housing shortages and is specifically catered to attract workforce tenants. The range of construction projects underway reflects a broader trend of growth and diversification within Dubuque’s economy, paving the way for future opportunities and enhancements in the local fabric.
