Field technicians using tablets near waste trucks and blue recycling carts on a Calgary street

Calgary, October 8, 2025

News Summary

RapidWorks has appointed a new president after acquiring CRO Software to strengthen field management tools for heavy equipment and waste-recycling verticals. In Calgary, Collective Waste Solutions purchased Fin-Wall Site Services and will rebrand and integrate operations to expand regional commercial waste capacity. The City of Calgary is adjusting recycling, organics and waste pickup routes as it adds service areas and will reduce the monthly blue-cart charge for single-family homes under new Extended Producer Responsibility rules. Together, these moves affect software for field teams, commercial waste continuity, and household recycling costs and collection logistics.

Three major moves reshape equipment services and local waste programs in Calgary and beyond

RapidWorks has named Matt DePaolis as president following its acquisition of a Calgary software firm, while a Calgary commercial waste provider has been absorbed by a regional operator and the City of Calgary is adjusting collection routes and cutting blue-cart fees under a new Extended Producer Responsibility program. These developments affect field management software for heavy equipment, commercial waste operations, and household recycling charges.

Executive change and software acquisition boosts RapidWorks

RapidWorks appointed Matt DePaolis as president. The move follows RapidWorks’ acquisition of CRO Software to expand capabilities and market reach in waste management and recycling technology. RapidWorks is a Boston-based provider of field management solutions for heavy construction equipment service providers and says it is accelerating its mission to serve all heavy equipment service providers across multiple verticals, including concrete pumping, crane services, waste management and recycling.

The company says it has an expanded product portfolio and a dedicated team, and is building a stronger foundation to deliver greater value for heavy equipment service providers worldwide. RapidWorks noted that leadership additions are part of a scaling plan to meet a growing customer base after a period of rapid company growth.

Matt DePaolis began his career as a software engineer. After three years as a software engineer, DePaolis left and moved into the field to work as a general contractor building homes. DePaolis later joined Vela Systems, a software provider for field management in construction. Vela Systems was later acquired by Autodesk, a global construction software provider. Most recently, DePaolis was president of Repsly, a retail software-as-a-service company serving both field teams and back-office operations. According to RapidWorks, DePaolis led Repsly through a period of rapid growth and strengthened product, customer service and operational execution. Repsly’s growth culminated in Repsly’s acquisition by Cuadrilla Capital earlier this year.

Regional waste operator expands via asset purchase

Collective Waste Solutions has purchased all assets of Fin-Wall Site Services. Fin-Wall Site Services has provided commercial and construction waste management services in Calgary since 1989. The acquisition strengthens Collective Waste Solutions’ position in the commercial waste sector and supports its continued growth in partnership with MWM Environmental.

As part of the transition, Fin-Wall’s operations will be rebranded under Collective Waste Solutions Inc. Fin-Wall’s employees have been fully integrated into Collective Waste Solutions. The transaction was supported by Concentric Equity Partners and Comerica Bank provided debt financing for the transaction. DLA Piper served as legal counsel to Collective Waste Solutions.

City of Calgary adjusts collection routes and lowers blue-cart fees under EPR

The City of Calgary will be adjusting recycling, organics and waste pick up in some areas as they add routes to accommodate a number of new communities. The city asked residents to see if their blue, green and black bin pick-up days are changing starting Tuesday, April 22. Residents are encouraged to check schedules online or with the My Garbage Day App to avoid missed pickups.

Starting next week organics pick up will return to weekly collection with spring yard clean up soon underway. Green bins need to be filled before using brown organics bags. Brown organics bags can be left a half metre away from other bins with the tops rolled closed. Brown organics bags need to be light enough to lift with one hand.

Calgarians will start saving roughly $7 per month on their blue cart program charge as the city implements Extended Producer Responsibility (EPR) rules. Councillors approved changes to Calgary’s waste bylaw to reduce the monthly blue cart charge. The monthly blue cart charge will be dropped from $9.34 and $9.52 in 2025 and 2025, respectively, to $2.17 each month. The changes will start April 1, 2025, to coincide with the Alberta Extended Producer Responsibility system. To start, the EPR changes will only apply to single-family homes in Calgary.

Under EPR, responsibility for managing certain recyclables and hazardous materials transfers from local governments (and taxpayers) to producers, like manufacturers and retailers. The city said a small monthly charge continues to be required because some parts of Calgary’s current service are not obligated to be funded by producers. The EPR system will be in place for three different types of products: packaging and paper products; hazardous materials and special products; and single-use and rechargeable household batteries.

Multi-family properties are scheduled for later rollout, with implementation in multi-family properties planned by October 2026 and a report on potential changes to the rate structure expected in Q2 2026.

What this means for customers and contractors

The RapidWorks leadership and product additions aim to give heavy equipment service providers broader field management tools and deeper support across service types. For Calgary residents, route changes and the shift to EPR mean a mix of operational adjustments and immediate cost relief for single-family households through lower monthly blue-cart fees. Commercial customers in Calgary may see service continuity and new branding as Fin-Wall operations integrate into a larger regional network.
